Is Billy the guy who Andy was supposed to meet at 4:30, but who never showed-up?

I guess it's possible, considering that the guy seemed to be the owner of the truck Richard was driving when the hit and run happened, and Audrey mentioned a truck, but I also think it could be a red herring.
