My guess is he's Mrs. Tremond's grandson. The former magician kid. Now all grown up and doing creepy magic tricks and dabbling in the drug trade. All for some purpose we don't understand.
Iirc, the grandson wears a tuxedo or other type of suit with lapels.

The most compelling read on the Grandson/Grandmother, IMO, is that they are representations of something out of Leland's psyche (recollections of his molestation at his family's cabin by a neighbor of his widower grandfather), visible to Laura because she is so close to Bob but able to resist his possessing her...
That the grandson is not of this world seems confirmed by the fact that he wears the same white plaster mask worn by the terrifying "Jumping Man" in the room above the convenience store in FWWM.
Of course, The Grandson also bears a striking resemblance to Lynch himself (or, Gordon Cole, as such).
Well, yes, being David Lynch's son would tend to do that. 😉

He told Richard he'd saw his head open and eat his brains if he fucked him over. I thought nothing of it before, but re-watching it now after seeing so many heads cracked open, that seems like an interesting choice of words.
