Who is Red and his appearance right B4 the R and R shooting

We know Red did this impossible coin trick on Richard. This is not something a mere mortal could do.  Red has Black lodge powers somehow.

Now right before the R and R shooting with the weird scene with the woman and girl in the car, Red shows up, seemingly innocent...but this was no mere coincidence !!!

Red was present right before havoc occurred.  He seems to be a creature of evil (fire + black seeds).

I think the general consensus is that the "coin trick" was a hallucination experienced by Richard Horne because he was high on "Chinese designer drugs."

 

As far as Red showing up after the shooting ... there could be something to that.  But I don't believe he is a black lodge entity.

Possibly. We also have to consider that Richard was high on Sparkle and that the entire show is surreal.

I have some doubts, there was something about the way he walked away from meeting Shelley, that wasn't human. I am watching again.  I am convinced that the scenes in Twin Peaks are in two timelines, Jessie showing up in two scenes in Episode 11 really spell it out. I think the hit and run, Richard Horne, Miriam and Red all happen after 10/2. Which means after the portal opens Twin Peaks gets extra weird, and maybe Red is something that slips out, he really in dress and manners reminds me of the Grandson or the masked hopping man. That said it may just be the crazy that is unleashed on TP after 10/2 influences him.

The shooting was definitely not a coincidence and remember how Red pointed the gun at Shelly in the bar at the end of episode 2.  It is symbolizing the shattering problem he is introducing into the Bobby/Shelly/Becky interactions, and Bobby going outside with his gun is sort of showing him as a 'hero' just beginning to confront the problem that is now bubbling over into overt reality, with the two cars representing mutually reinforcing aspects of that problem(men shooting guns(Bobby if he snaps and violates his ethical duty as deputy or goes into woodsmen mode), and crazy woman/zombie girl wanting to get past him to be 'safe' and with their 'uncle'; also remember that Shelly wanted to take the traumatized Becky home with her to keep her safe, basically sidestepping Bobby's attempts to deal with the situation, which was solidified by his cuckolding with the Red situation, enter bullet, problem for Bobby)

Also, I do think mere mortal have that sort of 'magic infinite excess', intense encounters say torture or a true love encounter can change the basic coordinates of reality, change what you life is, etc....since finite creatures always refer to infinite in their finite state.....The point being that I would argue that everyone refers to the red room/lodges, it is an inherent part of finite existence, everyone has that infinite aspect, look at what happened to the everyday Hastings when he went on his search for knowledge/truth, hit the lodge/red room and got killed by woodsmen, got burnt, its in everyone......no definite separation between lodge beings and ordinary finite people, and this access to infinite/love/sexuality/truth, etc. is guarded and regulated by Mr. C/billionaires et al, not allowed to manifest itself, thinking itself is a threat to their rule, since their rule is not lawful or just, but a violent tyranny that relies on fear and threats....

So high he IMAGINES the coin is in his mouth and pulls it out? No, it happened. You forgot what show you are watching.

This is definitely a douchy guy thing, but within the context of the show, it could mean something more.

My guess is he's Mrs. Tremond's grandson.  The former magician kid. Now all grown up and doing creepy magic tricks and dabbling in the drug trade.  All for some purpose we don't understand.

Notice the way he runs away from Shelley. 

I thought his style of dress and manners was similar to Mrs. Tremond's grandson or the hopping man. I also think the timeline he is introduced in is right after 10/2 so I am suspected at the minimum his is largely influenced by what comes out of the portal if not an entity in his own right.

I think you make a good point that Red's presence precedes the madness which follows. I didn't consider his coin tricks to be a figment of Richard's imagination, especially since the coin ended up in his mouth. Red is probably working the Dark Side.

I mean, c'mon, for cripes sakes, the guy's name is RED. Like blood, fire, Black Lodge curtains. The color red in Lynch's world is often associated with danger or sex. Or both.
