or off like Candie or Bushnell it makes me think of the Dumb Milk Waiter from Season 2.
I feel like these characters who have this weird vibe to them have some spiritual significance.
Maybe they turn out to be an actual spirit for the Lodges, fighting on the side of good (like the Milk Waiter) or maybe there just a regular person that is somehow "touched"with this stuff (like so many of the Twin peaks residence).
That's just a theory.

Jeremy, that feels right to me. There's different types of weird, like the weirdos in the house that Mr. C visits to get Ray and Darya and then there's weird like Candie or Milk Waiter. Although, maybe all are in some sense touched or possessed, but almost certainly the latter group come across as being directly inhabited or temporarily hosting something spiritual and different than themselves.
