“There was so much traffic… there were cars everywhere…”
I feel like this, and other instances of traffic 'blockages' are related to an often used metaphor in meditation. Beginners are often encouraged to imagine their thoughts as traffic moving past them and to see themselves as standing by the side of the road.
I feel like Candie exemplifies this approach. She is often in a deep state of meditation, able to allow the traffic of her thoughts to pass by, without entering into the road to stop them, causing a 'jam'.
Cooper's withdrawal from thought has so far saved his life multiple times. I feel like once he enters Twin Peaks, a town which is very blocked, his meditative state will help him on the right path. (Maybe it is another Tibetan technique of Cooper's) ?

There were also cars literally everywhere in Twin Peaks when Bobby was dealing with the creepy traffic jam. And - to keep on the theme of roadblocks - Sheriff Truman tells Hawk that "there's no road, it's gone" when observing the map.
I find it interesting that she is in Las Vegas but was describing what was happening on "the strip" in Twin Peaks.
