Just happened to catch the end of FWWM, and saw the scene at the end where Laura jumps off James' motorcycle and runs into the woods.  If you look in the background of this scene, you see a bridge, the same bridge we see in the background when the kid with the ball crosses the street at the very beginning of episode 11.  Also Miriam crawls out of a spot in the woods similar in position(relative to the road) to where Laura ran in...... I am now suspecting that this blue trailer, where the kids were throwing the ball is the same spot, or very close to the spot where Laura first ran into the woods.

As to the significance of this similarity?

(Also noticed something in the scene where James is with Laura in the woods, she tries to scare him that BOB will kill him, Laura sees that James is not scared and looks behind him into the dark woods and begins to scream in fright; bet she saw James' woodsmen back there, similar to when Bobby and Mike saw one behind Leo in the woods during their drug buy with the football......also, shots were heard at Big Ed Hurley's gas farm during a traffic jam.......something is burning....?)

Bobby & Mike were frightened by Leo being creepy, they did not see a BL entity.

I thought the location looked similar to where Laura jumped off the bike as well.

Not sure if Laura or Bobby/Mike ever saw Woodsmen.  There appeared to be someone else there with Leo, but that seemed to be part of Leo's plan to frighten Bobby/Mike and keep them in line.  Kinda similar to what Red is doing with Richard Horne.

And who knows what Laura was hallucinating about at that point.

I also felt Miriam's scene was at Sparkman and 21, that recurring location in TP. It was already brought up in this new season in ep. 7 when Deputy Andy was to meet with and interview the truck driver at that location.

Was Chad the law enforcement officer who was dispatched to this call?

Well the guy standing behind Leo was never identified, and it showed someone who comes out from behind a tree who had all black clothing and 'burnt appearance', also same type of guy came out of the woods when the major disappeared.  I made the jump that they were woodsmen that were only identified this season, since it was never explained in the original series.....I guess it could have been someone working with Leo that was never identified in the show, but it being a woodsmen would explain it well and also explain the appearance of the guy who looked exactly the same when the major disappeared in the woods........

Well Miriam was one of the few characters who have acted similar to the way people did in the old twin peaks, with her obsessive love of pies in the scene with Heidi and Shelly(others being Andy, Lucy, Shelly, Hawk, et. al.). And this aspect of the 'old twin peaks style' is what has been missing mostly in the new series......

Maybe its supposed to indicate something like Laura goes in, gets killed, etc., damages the comfortable 'surface' of the town, which slowly degrades to normalize the conditions that lead people to get caught in things similar to Laura's tragedy; so now out comes the 'barely alive' and injured 'old twin peaks'......And the name sparkwood, indicates something like logs/trees about to burn, the natural forests/nature of town hit the fire underneath(sort of like the burning corn), the corrupted underside.  Also, after Laura jumped off his motorcycle, James ran the red light as sparkwood and 21, broke the law.....Laura goes in the woods, there is a detachment from the town, James leaves town...something is broken in the town, no one has fixed it, but simply removed any investment in it....standing outside of it....

Dougie-Cooper is another character who is 'barely alive' and cannot maintain his enjoyment of pies and coffee for more than several seconds before he turns back into a zombie being drained of surplus/excess by people around him.....Dougie-Cooper is missing something like a 'Mr. C' dimension which executes activity at the level of the fire('damn fine', 'coffee', etc. give way immediately back to melancholia), as if Mr. C is that aspect of Cooper who lost all engagement with the town and its 'special core' that gives it that 'extra' after 'Laura went in the woods' and exposed twin peaks for what it is, much like the Mitchums treat Candie.  It is as if Mr. C just drains the world externally like a vampire, went 'out' of the world after being thoroughly disgusted with it, began to work with others who do the same systematically, the billionaire's to block all of reality's 'flux'/manifestations through coordinates search and glass box, etc.ruining dreams and draining them of all activity and struggle, owning people and funneling their profit and enjoyment to themselves as property....like for instance, how now with facebook and AI, brain connections to digital network, all of personal stuff is turned into property to be accumulated by some billionaires, so that they have to stop people from doing basic stuff like love or a town that would harm the flow of cash to them, just drain people, take every aspect of their lives, take everything from their struggles, etc., allow them no free existence........What is left is the 'slave' Dougie, just a sort of detached 'arm'(which is why he talks with Mike) floating around to be used by anyone as a 'cash machine', exactly what Mr. C and billionaires are turning the world into, allowing no space for love, law, commitments which go to infinite affirmation, red room, etc., so no room for 'old twin peaks', which had the tragic love story of Laura Palmer, and the commitment to justice......instead this aspect which makes people humans proper and not animals is blocked by Mr.C/billionaires, controlled by glass box and coordinates, so that they can drain people of all of these attempts to reach red room/lodges, like how the Mitchums are eating Coopers 'damn good' pie and use him as a cash machine, while he sits there in melancholia, completely crippled, with literally his entire life experience taken from him, no freedom whatsoever, more like a farm animal.....

A lot of things resonate here in this episode, with relations following this model of Mr. C disconnected from Cooper-Old twin peaks: Richard is in some ways like Mr. C, he talks about the town being easy to get past(Sheriff is like 90 years old), has no respect for family, etc., he is external to the town, above it, etc., and seeks to drain it of money, and symbolically he is the one who injures Miriam, the 'old twin peaks' 'pie-eating' type....; then we have Red, the 'out of town' drug dealer who is taking the towns money and leaving addicts, who 'fires shots' into Bobby and Shelly's table, intervening with an 'old twin peaks' remnants; also, the Mitchums who dont even recognize the aspect of Candie's need for a genuine life as something worthy of existence, but only engage in money/violence/and adolescent fun, but instead have her stand there just to watch what they are doing, thereby giving them support for their narcissism........

I find it interesting that Sheriff Truman and Hawk are involved in Ancient Map Speculation while all hell is breaking loose all over Twin Peaks.

There's the speculation about two different timelines which could help explain that odd situation. Keep in mind that deputy Jesse is seen both in the shooting/traffic jam scene and at the police station while Hawk and Truman are discussing the map. After knocking the door he doesn't say a thing about the shooting. Instead he talks about this trivial subject: is new car.

Right, but its been that slow decay over 25 years, kids now overdosing at the school is common(Denny Craig), and more girls corrupted by the 'Laura problem'(two girls at the bar table talking about zebra and penguin, and the grade a students).  So just acting with the same 'outlook' will follow this path.  I think this is the point of 'finding the major', the symbol of the old law, etc., to reinvent that, have to change the approach after recognizing the problems in the town everyone has been avoiding since the Laura tragedy exploded the problem, change the approach towards twin peaks in order to make any progress, thus have to think about it, solve the mystery.....

To 'fix problem' is not always just acting, have to figure out the mystery, what went wrong, how it went wrong, change the approach, etc....

Ok, i get you now, all of the stuff in the entire episode now, but this 'finding of briggs' will turn out to be their most important tool in solving the problems I suspect....
