I read the tag on the front of the VW as "Zone Boys", and this also makes me wonder if Big Ed is the driver.
Look at Episode 6 around 27 mins in. I think this is the same driver from the first time Carl took a ride this season. They called him Bill. And he does appear to try to be concealed under his cap and glasses, but it does not appear to be Big Ed. I don't see him credited in either episode, though...
Would have to go back, but in the secret history, was there another boy that experienced what Carl saw? Maybe that's this boy, but I think that was Milford? That might explain the ZN3 8YS license plate, they've both seen some weird stuff.

Additionally, when Shelly was in the bus and asked if they could go any faster, my response was "this is the vehicles top speed!"
Carl Rodd was acting like the 'godfather' in that van(you know I always care for you and your daughter, shame what happened in that trailer, etc.)......talking with Maggie as well, a sort of non-corrupted 'town elder/godfather' situation in communication with the law, and I had problems with this as soon as a I saw it because its always good to remember that the law and ethical duty 'must be blind', there are also plenty of corrupted people talking with the Fuscoes.....making backhand deals, corrupting the law for scams, funny stuff, etc.. And even good people fall into this trap, like Bobby who was twisting the law arbitrarily based on his excessive attempts to win back his family and play the father role(crack down on steven and let becky go, etc.).
Also Mullins(another elder/godfather) here turns a blind eye to the Mitchums even though he spotted the fuscoes and seems to have at least a basic decency about him(this gets thrown away with the push ups, boxing, and money payouts and his golden idol, which allows him to support the Mitchums mafia, turn a blind eye at some point and allow injustice to go on). I guess he cannot believe the world is as corrupted as it is, but then again he is quite comfortable where Carl Rodd has seen the kid killed, been to the red room/lodges(knows the infinite horror of it, etc.) been through some of the worst of it, so cannot afford that comfort, or turning a blind eye, this allows him to be a better 'godfather' than Mullins, he knows there is not nice white surface, he has seen the rotting corruption underneath it all, for instance when he says 'what a nightmare'. As of right now I cant see Carl as turning a blind eye like Mullins, or corrupting the law with his 'godfather/elder' role, but we will see what happens with him. Also, notice how he wont allow Shelly to drive fast, have to get there in one piece, unlike Becky and the screaming mother(obscene Shelly) who wants to go fast during the traffic jam outside the diner.

Maybe Alan Traherne is just believed to be deceased. Not sure what proof there is for or against death, but maybe that's why this guy keeps a low profile?

Carl is playing an interesting role here, and I suspect he is also something like a 'spiritual leader' of the community(singing songs of red river valledy) who deals with the excesses properly in a completely passive way, just pointing them out and nominating them and how to deal with them, then passing it on to the law(almost like a king with no powers, just), first he was complaining about the government and the Linda problem with Mickey, then he is the one that took the big lesson from the kid getting hit as a result of the Red/Richard clash; then he pointed out when Becky/Steven turned into a nightmare; now he also has the answer to Becky's excess, slow down so we stay in one piece.... The law needs this kind of figure, representing the 'figurehead, spirit of the genuine community/' so that when authority goes to excess it can pass through here without having any power to do damage in excess...this is maybe why the spirit of the 'tru men' are still alive in twin peaks, save Chad, and why the other cops are all corrupted like Chad, fuscoes, etc.
He is sort of like a nominating passive conduit for electricity energy that takes a problem serious, then shows the proper excess to deal with it properly(the golden fire above the kid) that does not take authority to an excess, like Bobby was doing at the diner by threatening Steven with excessive crackdown while Becky slips by.....also Mitchums' excesses are clear with the beatings criminal enterprise, and bad treatment of Candie......now we have seen Mullins excesses with the push ups, boxing, getting the big pay day then turning a blind eye to Mitchum's mafia. Carl Rodd is a conduit that deals with excess/electricity/fire in a different way, a different kind of godfather, just shows the problem, cuts of the black fire, feeding on the pain and seeking vengeance, etc. then tells explains to limit and grown from the problem, the right way to deal with it, then passes it to the proper authority, thereby allowing the law to avoid excess. The proper authority in the Shelly/Becky situation was first Shelly about the speeding, get Becky to stop speeding; then the police if she is going to do something criminal.................
