Been trying to post a picture of Bowie from the gatefold of Aladdin Sane, showing a very familiar "Tammy" pose. For some reason every time I try to post it the forum locks up for me.
Anyhow, Google is yer friend.
I can get behind the theory of Tammy being some sort of disguise or manifestation of Jefferies. Look at most drag queens ( I love a good drag show), the female "character" is played as just that.. a character. The hips emphasized, the waist minimized, the walk exaggerated, an air of pretentiousness. Just a thought.
Here's an article from 2012 in which the author compares and contrasts Chrysta Bell to David Bowie, strongly referencing Lynch's own words that she is a "sexy alien" (fitting replacement for Ziggy Stardust!).

She knows just enough to be dangerous (the history of Twin Peaks, what happened in NY, etc.).
After leaving prison (part 4) Tammy asks Albert and Gordon:
"And who is Philip Jeffries"
Assuming that she doesn't really know is hard to believe that she'll wind up being him.
Have a strange feeling she'll wind up being "Philip Jeffries".
She knows just enough to be dangerous (the history of Twin Peaks, what happened in NY, etc.).

On the other hand i"ve just found a side note written by Tammy (SHoTP) in which she mentions Jeffries disappearence in Argentina back in 1987 and his brief reapperance in Philadelphia,1989 (FWWM). But Lynch and specially Frost might have missed this when writing the above scene in which she seems not to know who Jeffries is.
The "Behind the scenes" moments when she's working alone show her to be a dedicated, intelligent, hard working agent. I've not seen anything - yet - to make her appear sinister or doing anything underhand.
Consider also, Gordon seems keen to keep her in the loop and, according to the conversation on the plane, she's passed all his tests.

If that's the case most of Tammy' side notes on the dossier will seem incomplete and out of date.
As I said it's just a theory kicking around in the many that are out there. The final dossier when it comes out in November may give more answers or knowing Mark Frost more questions.
