Yup, it did that way to me, too. At least, I realized it did after I watched it 20 or 30 times. 😉
Well, i love Tammy, her character, her style, her body language, everything! She's unique, she's really a David Lynch character. I think she is closer to Gordon even more than Albert is. Tammy and Gordon have a special relationship/bond and who knows maybe something more.. But yes i believe she will have even a bigger role too.
I'm so glad this was brought up. I've been thinking about this a lot since Tammy is by far my least favorite character. I just think she's ridiculous. She walks like she's on a never-ending runway, she is constantly "posing" as though she's on a cover model shoot (see smoking scene with Diane), and she is NEVER still (see interview with Hasting). IMO she is awkward and inappropriate for a Special Agent of the FBI. Somebody even asked me is she was David Lynch's girlfriend or something because her performance seems so unnecessarily over the top melodramatic. I keep holding on to the idea that this in not a mistake and that Lynch has a plan, I just don't know what it is yet.
And this post gives me hope. There must be a higher purpose, a reason of some kind and Chrysta Bell isn't an unfortunately terrible actress. (yes flog me, beat me, call me names, it's a character/actress I struggle with).
I especially like the idea that she is Phillip Jeffries. I'm not sure I fully support that theory....yet. But I am entertained by the vision that David Bowie possessed her body in order to fulfill his promise to DL to reprise the character. Of course Bowie would want to try life as a female this time around and the behavior seems fitting to someone who only has an idea of how woman actually behave.

Oh, I do understand. I'm not saying she isn't a hotty. However, she is ridiculous as an adult, professional, federal agent. She behaves more as a sex object than an SA. I still want to know why Diane hasn't yelled at her more.

I think you've got it - I can't quite believe that Diane is missing out on so many opportunities for snarky comments as Tammy postures!
I think my hypothesis is valid. Well, obviously I do, otherwise I wouldn't have thought of it. Silly me.
Whatever the ultimate reason, there's more than meets the eye.
Maybe Diane views her as a threat, in more ways than one. Perhaps because she sees Tammy as someone who will ultimately find out what Diane is really playing at and maybe on a more personal level, that Tammy is more overtly desirable. Or, maybe Diane has just dismissed her as "fluff", which could be Tammy's intention all along.

It's a technique used before in the show. Why I can't say but I have noticed it several times. Maybe to stretch out the scenes a little?

More likely to introduce some dramatic tension, some subtly disturbing emphasis, an indication that something is wrong.
Tarantino fannies about with timings for similar reasons, too.

Regarding my crazy "Tammy might be Jeffries" theory, a few other points:
- It was suggested that Gordon has indicated Tammy passed all of his tests. Wouldn't Jeffries, who was also one of Gordon's agents, be able to do so? Wouldn't he know those same tests?
- Tammy seems particularly interested in "Cooper" (EvilCoop). It is she who researches his finger prints. She also warns Gordon that he was not headed to Philadelphia as he claims, and she's all too giddy about having the photo of him in NY. She's very keen to expose him for what he is. What does this have to do with Jeffries? Well, in that confusing scene in Fire Walk With Me, the Jeffries character seems extremely distrusting of Cooper in Gordon's office. "Do you have any idea who that is there?"
- Jeffries' attire in FWWM makes him appears as though he'd have no trouble walking onto the set of a Miami Vice episode. While it's more subtle, Tammy's style of dress has been described (by the actress herself) as "retro". Intentionally so.
- In the scene with Hastings, Tammy seemed extremely interested in his sort of paranormal description of events. This is not what you would expect from her character's foundation in TSHOTP, where her notes often question or seem to explain away suggestions of paranormal activity. This Tammy leans into Hastings, and you can almost feel her getting excited, as if this is exactly what she was hoping to hear. On the other hand, poor Albert seemed uncomfortable with the same exchange. One wonders if he didn't realize that unwittingly played more of a role that messed things up (sort of like the "now that you mention it" conversation with Gordon after the "greeting" with EvilCoop.
So, who knows - but someone has to be Jeffries, right? Seems like the easiest thing to do given Bowie's death would be to suggest that he was operating through someone else. Possibly even without their knowledge..
