Coop talking to the Giant is in the White Lodge or Room above the Ocean, he is missing his FBI pin. It has to be future events. 

Showtime has scenes rom Twin Peaks playing before you go to watch the series. I went back and am taking notes.
Before watching Episode 1 again they showed in their highlights Agent Cooper in a car with headlights behind him. It was the Agent Cooper that was talking to ???????? in dress, hair style and eyes. I can not place the scene in any of the current episodes so Cooper is going to wake up  enough to drive.

That said remember what the log lady said in episode 10 about time and space -

And by the way, the Rolex we saw it's not that expensive compared to other models (the price is roughly 3000$ on the internet) . Therefore I believe the idea that Andy may be a dirty cop is just a red herring.
