I googled that police code when police codes can vary from state to state I found "livestock on the highway" - that's removed link
However when you google 1054 - the first thing that comes up is the schism of removed link
Interesting when you think Ruth was actually cut in removed link

I don't think there's any one specific guide they're using for police codes. They rattle one off in the fourth episode that matches General Purpose list meanwhile 10-54 matches the Walnut Creek, CA listing.
