When did Phillip Jeffries voice go from David Bowie with a twang in FWWM to the one we heard in the hotel over Cooper's black box? Or maybe why?

That is the voice of Al Stroebel, who plays "Mike", the one-armed man.

I think Evil Coop wants/thinks he is talking to Phillip Jeffries, but instead it looks like at the other line is Phillip Gerard (Mike) the One Armed Man
