Because of the lack of war promotion stickers and posters, and the guys suit (even though he looks superimposed a bit) I am going to guess 1947.  Both cars look late 30's and early 40's but back then you didn't need to buy new ones every 5 years because they were built like tanks.  Plus I have to imagine North Bend wasn't exactly on the cutting edge of new vehicles except maybe when it came to logging.
