I thought that was the Tremond/Chalfont kid, believe we see him in the street with said mask on in FWWM?
He is the one and only Jumping Man, played in FWWM and The Return by Carlton Lee Russell. He (It?) 's supposed to be a lodge inhabitant and there is a theory circulating after Part 15 that states that he's the spirit possessing Sarah Palmer!

Wow! If that's true and he's inhabiting Sarah Palmer then maybe he is protecting her in a symbiotic relationship. But then why is he jumping around in the Black Lodge with the evil ones. Unless maybe he's protecting Sarah for some purpose until the moment comes when she is needed to be part of a Black Lodge power play.
