- part 15 : Mr C. opens the door and we are seeing the "motel court" with a light in front of a room.
Mr C. go straight to this room across the court.
And he needs someone to unlock the "cell".

- part 17 : Mike opens the doors with Dale, and we are seeing the same light across the motel court.
But, they don't go to the light, they are turning on the right along a wall.
They don't need anyone to open the "cell".

So, Phillip-tea kettle-Jeffries was moved out in another cell ?
Or in part 15, Jeffries-tea kettle is a tulpa ?
Thanks for pointing this out. I thought about the way Mr. C needed the buxom woman to let him in, and Cooper just entered. I wondered if Lynch chose not to film Cooper's entry the same in order to add significance to the difference. I must rewatch those episodes.

Much is different - It seems like the door to the courtyard itself is different. Certainly the latch makes different sounds (Lynch being the sound director)
When Mr. C enters the room to speak to Jeffries the back wall of the room sorta dematerializes and Jeffries is then behind the transparent wall. At the end of their convo you see the wall start to reappear. There's also furnishings in the room for Mr. C. A window behind him and a radiator style space heater and the table with the telephone.
While Mike and Coop stand at a different angle I think we ought to be able to see the telephone table and the heater, but they aren't there. And with more certainty, they aren't lit by a flickering fluorescent overhead like C is.
TwinPeaks razor (which is the opposite of Occam's) leads me to ponder if Jeffries inhabits many different tea kettles found in the various rooms off that courtyard. Kinda like how in part 17 when Mr. C is turned into a Trolli pencil topper in his cube cage and we see that The Fireman actually has a whole theater of those aluminum thermos cap machines.
Do you visit a different Jeffries depending on your purpose? Your alignment? Does Jeffries visit you? Or maybe BOB and/or JUDY aren't in a position to keep him under key at that point. Hmm....
Also, does this phone have a number 3 in the center? In keeping with other portals.

Woah, nice image catch! Look at the left side of the 3. All together, it looks to me like it could also be the embossed shape of an 8--like the sideways infinity symbol Jeffries used.
I don't know what to say about the location(s) of Jeffries, who doesn't really exist anymore, at least not in a normal sense. But given how he helped Cooper find a point at which to jump to another universe/timeline/something, maybe Jeffries himself can leap among realities. Perhaps even though he appears to be locked in an immobile tin machine, he can actually move around the Lodge Zone (that's what I'm calling it) more than anyone else, and Cooper and Mr. C went to entirely different locations to find him.
