Has anyone decoded what the three tracking device symbols mean? I am talking about the symbols Mr. C sees on his phone after he announces three tracking devices, followed by his entering of the truck's license plate number into the phone which somehow disarms the devices(I guess programming them to follow the truck).
Also, the fact that entering this license number and throwing away the phone are enough to get rid of the 'devices' hints that these devices are omnipresent(everything can be tracked and surveiled at any time) and the only thing to do is redirect their attention which driven by a fix(license plate number)? This omnipresent surveillance fits in with Mr. C's capabilities to tap every phone(plays back Darya's conversation only a minute after she finishes it) and his high tech equipment linked to military and fbi databases(even predict what will happen moments later). Further, this theme fits with the machinery found in New York as the billionaire uses high tech surveillance in an attempt to control what comes in and out of the red room/lodge(infinite/creation/nothingness and creative reaction, etc.), using the glass box to bar out good cooper and photo him, while reacting to the attempted recreation of good cooper with the 'experiment model'(the realization of their (billionaire-power people, etc.) 'ideal' of what should come out of the infinite, now that it is their 'experiment') dealing with good cooper's possible hosts......
I would start by treating the 'devices' as different sorts of 'gazes'(something like a 'spiritual frame' which can look into anything anywhere, including into a person's mind) which can lock onto anywhere/anyone in reality.
