Something doesn't stack up to me about the mothfrog being Bob. Here's why.
Bob took over Robertson, or the man who Leland referred to as such. Robertson was a creepy old man who threw matches at Bob when Leland was a "young boy". Leland would have been a young boy in the 50s. Possibly the 40s.
If we are to assume that this Roberson fellow did exist literally (and wasn't an apparition), then the girl would only be taken over by Bob for a short while before Robertson was possessed. Literally months or weeks only.
There's also the issue of location. The event takes place in New Mexico. No short distance to Washington. Of course Sarah could have relocated. We don't know this though.
So, I really don't think it's Sarah Palmer. Nor do I think the mothfrog is Bob.
I actually think that Bob can only leave a vessel if the person dies or is close to death. We see this by Leland being killed, and by Mr C. effectively dying or being close to death (Bob had to be forcibly removed). So I suppose it's possible that the girl dies young and Bob gets transferred to a Robertson character quite quickly.
Having said that (apologies for the tangent), Robertson has all the hallmarks of a woodsmen. "you want to play with fire little boy" / "gotta light?".
It's possible that Bob was/is a woodsmen character until he takes over a person.

I don't think the moth frog is benevolent. It appears along with the woodsmen and they are definitely not good beings. Crushing people's skulls is not benevolent. 😉 Plus the woodsman reciting over the radio seemed to facilitate the sleepiness in the townsfolk that allowed the frog moth to enter the girl.

This is very true actually. I think I originally saw the mothfrog as a response to the woodsmen. But your reply seems more likely.

The bug crawling down her mouth depicts the psychic reality of what just happened to her.
This scene reminded me of a bonus scene in Inland Empire where a waitress gives a monologue about how there is always a male presence "waiting for an opening" and "hypnotizing" women. How it's all one story "the oldest story in recorded history" and various women's stories converge on the collective plane which Lynch attempts to navigate in his narrations.
While I really don't have anything concrete to back this up, my current thought is that the "Girl" is Cooper's/Richard's mother. I posted elsewhere that I believe her name may be Judy. As I believe Cooper/Richard to be a man with multiple personalities who has committed vicious crimes, my thought is that Episode 8 was largely a dream/delusion sequence of Cooper's/Richard's, essentially trying to justify in his own mind why he was born the way that he was (deranged). Granted, Cooper was conceived in 1953, so the 1956 "bug" episode would have been 3 years later. So that part doesn't really make sense...yet.
