My guess: 1999

Tell me if I'm wrong:

The newstitle in the paper the old woman reads at Judy's is "Utilities putting efforts into alternative energies" or something like that, doing some reserach it appears the first wind turbines installed in Texas was in 1999

10 years from laura's murder, "10 the number of completion"

You'e wrong. The Town Car Cooper drives after leaving the hotel is post 2003 according to the grill.  It's the same car Mr. C gets from Jack after locking up his Mercedes. I don't know if that has any significance or they just reused the car as a series of stolen ones Mr. C drives.

Yep, I was on this too : Town Car manufactured 2003-2008.

(the car has a Texas license plate) 

Odessa city sign population 99,940 is the last 2010 census.

When they stopped at the gas station, gallon prices are correct for 2015 (filming year).

Based on the explanations and theories I've read, in particular the Indiewire and A.V. Club articles, Coops question may be more in the line of "What reality is this?"

 

I think Coop screwed up when he attempted to go back to 1989 and save Laura, he provided Judy with the opportunity to snatch Laura and create yet another timeline to abuse and torment Laura, AKA Carrie Page's, spirit.

When he spoke that line Coop began to realize how badly things got hijacked.....more garmenbozia for the Black Lodge.

It's impossible to give a year for the "Diane motel" scene.

It's and old car, maybe from the 80's (another Lincoln ? Hard to see in the dark)

my boyfriend whose more familiar with cars then twin peaks said "is that a dodge dart" about the motel scene, not remembering this:

What Cooper should have asked is "Gotta light?" Cuz I don't think any question was going to be helpful or get the answer he (or we) were looking for.

Withe the Odessa city limits sign, the populations was 99940. If you look at the city population census, the last time it was below 100k was before 2010...?

I agree with you.  

And I'm not sure if Carrie knew the answer (similar to being in a dream), which may have started her down the path to reclaiming her Laura identity.
