Twin Peaks: Part 17 & Part 18

When Mr C turns up in the white lodge we see his face is in a cage. Just before the fireman sends him back to Twin Peaks he is transformed. Can anyone see what he is transformed to? All I can make out is what seems to be a bunch of wild, uncombed hair.
BTW, I loved TPTR, and I hated it, but I loved it more than I hated it.

It s the shot from the back that we see as he is put back near the Sheriff station. So... mostly hair.
