Quick theory, for fun:
DL has decided his way of breaking the fourth wall is to turn the fanbase into FBI agents. He has laid out all the clues we need. There is "an" answer to all of this. We are part of this art project.
What a lovely thought that we could all become a little more like Dale Cooper through watching his saga.
