It's interesting to note that BadCoop says to Richard "I'm 25 years your senior" meaning he's 25 years older than Richard.  Dale Cooper's date of birth is 19th April 1954 which would mean Richard was born in 1979.  

This could be an error in the writing or it could be some subtle clue about Richard's origins.  

According to police files, Mr. C was born on August 15, 1973. He has clearly manipulated Dale's own age. Since Richard was likely born in late 1989 or early 1990, that makes Mr. C 16 years his senior.

My thought was that Dopple coop was not born until good Coop entered the lodge and bad coop left the lodge approximately 25 years ago.

Bad coop was born around 1990, and Richard was conceived around the same time.

Hmmm.  I just figured the 25-year thing was a reference to Dopplecoop not really existing until Dale went into the lodge in 1989 (or whenever that was).

I didn't pick up on the prison record thing.  I would say that the fact they have both put that date on his prison record and the "25 years your senior" comment in the script it is likely there is some relevance to this.  What that is I have no idea.

I took it to mean that Mr. C knows he is a doppelgänger and was only created 25 years ago

I love the fanbase, but sometimes you guys overthink things you really, really shouldn't, and completely miss the obvious.

I.E, '25 years your senior'. Bad Coop was born, effectively, 25 years ago. He did not exist, according to Peaks lore, until Coop set foot in the Lodge.
Dale Cooper was born in 1973.
Bad Cooper was born in 1989.
Richard was sired before he left town.

Really guys, it's not that complicated. It isn't a clue, it's not a writing error, it's a very simple statement with a very obvious answer.

Ooooh, perhaps Mr. C knew he was sending Richard to the Red Room, and this was Mr. C saying "I've spent 25 years there. You've spent none."

I thought that through, but wouldn't that explanation mean Bad Coop and Richard are both ~25 years old? Meaning they were "born" around the same time and Bad Coop is not 25 years senior of Richard??

So then I'm drawn to think it DOES have some deeper meaning, like a Bad Richard is about to be born now--25 years after the "birth" of Bad Cooper.

I guess that's a good point, but perhaps he's referring to the age of Coop when he went in?
As in, he took Cooper's body in that state. And, he was talking about climbing onto a rock.
So maybe he's saying, effectively, 'I'm only 25 years old, but this body had been used before I found it?'.

It is a good point though, that I'd overlooked.

Frankly, to be honest, I think it was just some bullshit Bad Coop came out with to get Richard on the rock that has no real deeper meaning.

Dale Cooper wasn't born in 1973, BadCoop's records say that.  Otherwise Dale Cooper would have been 16 during the events of the original series.

Also, unless we are disagreeing that "I'm 25 years your senior" = "I'm 25 years older than you" I'm still not sure I get your point.  You are saying BadCoop and Richard are pretty much the same age (BadCoop came into existence and sired Richard 9 months-ish later)... so why did he say he was 25 years older?
