Oddly enough, the character's name didn't make it to the final credits of that episode.

Yeah, I also feel it has such a big red herring potential. I'm more inclined to believe the farmer is connected to Richard, his truck did look exactly like the one Richard was driving during the hit and run. But maybe Bill is the same Bill Bing was looking for. Also what if all the stuff with Audrey and all those other people brings us to Linda?
This Billy thing reminds me of an Inland Empire's scene where Nikki is becoming desperate and she gets the phone, and then the next image was in the Rabitt's room, a phone ringing and fake claps and laughs and one of them answers the phone and there's this Nikki Grace's voice asking for Billy. So strange what love does. I couldn't find the scene, but I hope you remember as well.
