Trent Reznor is credited as being a part of Twin Peaks the Return, and Reznor worked with Bowie when curating the Lost Highway soundtrack, so it would also make sense that Lynch used Reznor to impersonate Bowie.

on rewatching this episode it sounds like it's not Phillip Jeffries but maybe Albert rosenfeld as I couldn't help but think it was Miguel ferrers voice I was hearing
