According to this Twitter, the plans that Mr C. is looking for in the Part 2 belong to a nuclear reactor. I don't have any idea about how this kind of things works, but my theory is that Mr C. is trying to repeat the explosion -maybe something smaller, not an atomic one- that we saw in Part 8. He wants to get a new nuclear explosion to... unleash all the evil spirits of the black lodge???
I think you're onto something. This looks pretty serious, and not outside the realm of possibility for this rogue character to do. Now with a serious snag in his plan, I'm pretty sure he's going to be relentlessly pursuing the cause of a nuclear meltdown somewhere.
And a quick Google search has shown off three nuke sites in Washington, one of which is decommissioned.
That diagram above is for a fast breeder reactor - liquid sodium coolant. It is not possible for a nuclear reactor to explode in the way a nuclear bomb does, but then again it is not possible for charred men to wander around bringing dead doppelgangers back to life, so who knows?

Right on! I have heard rumors in other forums that a nuclear reactor will be involved sometime later in the series so your theory might have some truth.
