I think this could definitely be a metaphor, but a humorous one about the way Rock N'Roll was initially perceived by the establishment. The fact that he literally destroys the minds of the most authoritative characters in the sequence would seem to back this up.
I agree with this, but I would argue that it is more of a transfer of authority based on spiritual striving desire/ how people should desire, what power sustains this, etc.(to woodsmen/BOB and their authoritative 'mother', almost as if norman bates is ruling the world in terror, Mr. C, billionaire, BOB,etc., who need a light, have got to get their profits/enjoyment no matter what to deal with the pain(fell a victim), even if it damns the world, creates murders, torture, etc.). The woodsmen take over the radio and instill a certain authority, they dont just destroy authority, but turn it into a more vulgar explosion that corrupts people(rock and roll metaphor). Also, I think this transfer of authority is reflected in the so called 'white lodge', where the decor is one generation behind, the male authority giant sees his 'silencio', is suspended and drained by the fancy woman as his dreams are killed(old love song is gone; much like naomi watts in Mullholland Drive), then the defensive reaction to that atomic destruction/apocalypse is the golden-brown laura atom, hiding from the fact that a perfect atom has forever been destroyed by the blast, and that to find something like this has to be gained from struggle of dealing with the problems under the surface of twin peaks, twin peaks is sleepwalking like the giant while woodmen reign in authority, and what is guaranteed by doing nothing is BOB married to Laura, woodsmen married to 'radio dreams', white married to black, with this ring I thee wed(mikes arm, which he denies is his, takes garmanbozia from BOB after he kills laura).
Motherly authority takes over as the new 'experiment'/authority which gives 'law to life', the experiment is sick life, vomiting, which uses atomic terror as its power principle. Laura as principle of motherly authority: all seek the seductive Laura as an angel saviour from being 'burnt' by the atomic blast(both white and black's defensive reaction), and further dont struggle to create these conditions which would allow such a dream, but assume that it is ready made in the Laura atom, who is thus in the position of both tortured, but free to withold the bottle from the crying baby who has no idea how to deal with the world or law...thus lauras paradoxical situation of being tortured and being manipluative evil at the same time in order to take reveng, she is the toughest around, knows the world, unlike stupid james, and can be 'badder than the rest'.....
Also, contrast Laura with Janey-E, who is another 'woman in control'(because of Dougie going into the 'woodsmens' 'logic of desire' that took over the radio), but goes with 99%, etc.: much different logic at work here.......also another theme of the show, and I suspect Carl Rodd of being basically on this page; the 'motherly role' does not only have to be the brutal sadomasochism of Laura, using her power position to be the 'baddest', etc., I think this is what the contrast is getting at.....
Main difference between Janey-E and Laura-BOB-James-Jean Michel-Norman Bates, et. al.: Laura, BOB, James are sleepwalking, relying on a guaranteed dream, while the conditions provided them are by a capitalist power elite chasing profit, petty enjoyments, laura, new york billionaire locking people with omnipresent surveillance up to control the infinite coming from the red room, etc.(non law, petty crap backed by a terror state apparatus against the universal interests of community, etc.); while Janey E recognizes the problems, tries to deal with them, return the conditions to something acceptable, etc. janey E knows there was an atomic blast(laura is gone, killed by and married to woodsmen/BOB), but doesnt go along with the guaranteed 'experiment', she tries to solve the problems....
I reject that utterly, and am quite offended by the suggestion I could be so misogynistic in all honesty. Perhaps I've misphrased previously, but I stand by the concept that the young girl was forever changed by the loss of innocence as soon as the buggy frogmoth crawled into her mouth.

The contrast with Laura atom in relation to the ruling 'experiment' 'sparked' off by the atomic blast I think shows that the ruling 'law' of how to deal with the problem is the problem itself and why none of it gets solved. To redeem Laura, the dreams she stood for, you cannot take her as a guaranteed atom, but actually deal with law-community, etc. and solve the problems(99% of people suffering for struggle of Laura's revenge against BOB, etc., the kids killed by the truck, twin peaks going slowly decaying for 25 years, where now overdoses and child abuse are common, accepted and not even talked about). The atomic blast is a chance to face up to problems and defeat them, instead of going to sleep like the giant and pretending Laura will still exist no matter what is done to her, as long as you just dont talk about it because it is painful, etc.....
sleepwalking is more violent and offensive than confronting and fighting the problems underlying the community, this is how woodsman/BOB logic proliferates, how laura gets tortured, and many new lauras waiting in line for Jean Michel: it is the logic of the woodsmens chant, 'white on the surface of the eyes and black within', hiding from the problem and pretending it has solved itself(like james who still thinks twin peaks is great, nothing is wrong, there was no atomic blast, etc., bobby knew different, why he had genuine feeling at lauras picture and what he said at the funeral). like twin peaks itself sleepwalking, white gives cover to black, we are perfect great etc., even though we never solved lauars problem, making sure no one does because this would hurt narcissistic self image and cause 'pain', and are even secretly participating in enjoying woodsmen's logic etc.;problems never solved, and worse people are not even allowed to talk about them or solve them....
