in both of the scenes where Mr. C is being interviewed in prison from behind the glass, by Gordon and in part 3, by Diane, his voice is strange and slow (his line "in your house" is one of the most chilling moments of the series for me so far). It is not like this at any other point. His cadence is certainly not that of Good Dale, but the pitch and tone is normal. 

Could it be that he is less able to appear to be Coop when speaking to people who KNOW Coop?

Also, when Diane says "Who Are You?", it echoes Laura asking the same question of BOB in FWWM.

Yes, I noticed the same. After this first scene I thought maybe he was somehow spiritually injured by tricking the Lodges rules but now we know that he speaks like that only when interacting with people who previously knew him as good Coop.

I think maybe as a proper mastermind of evil he's got one flaw- he's not very good at pretending he's not bad.

After the first time we heard it, I thought it might have something to do with the car accident/garmonbozia/lodge to do. But now he speaks normally on other places, so pretty weird.

Interesting idea.  I thought it had something to do with the booth he's in - his voice is being transmitted electronically, although he does seem to move more slowly and speak more deliberately while in there (also the backwards word giveaway - I like the business of the "safe" phrase).

I thought he had the dougie syndrome but was shocked when he spoke normally to the guard after talking to Diane.

I think I agree with someone above...he has a hard time acting normal or being good.

Well, he's been with BOB for 25 years. Back when he had just left the Lodge on the final moments of Season 2, he could still pretend to be good Cooper, but now he hasn't had to in decades, and his appearance does suggest he merged with BOB in a very different way than Leland had, in his much shorter and somehow fragmented time in possesion. But added to that, there may be something about doppelgangers that make them weaker in the presence of those close to the original person they came from. That would also help explain why, if Mr. C met Diane before in that "night" they talk about, why she remained alive at all afterwards.

Havent figured it out yet as far as all of its connections so far in the show, but here is a clue to this deadly serious 'robot like' voice that exposes that there definitely 'isnt something in the heart'(which I think is also hinted at by laura revealing the nothing-becoming/light behind her face). 

Who else speaks in such a robotic manner which seems to indicated a sort of radical 'coldness', that the person remains completely indifferent psychologically, has some hidden motives, or is severely detached and looking to 'get at something else', the core of the matter, the infinite secrets, impose some plans etc.?  The person that Mr. C talks to on the high tech government surveillance device after killing Darya also has this robotic sound, and further, like Diane's suspicion, Mr. C suspects that it is not the real Jeffries, that something is missing.  Also on the other end of the spectrum, the spiritual 'mirror flip' we have Dougie-Cooper who just repeats the same things in a robotic mode. And of course the biggest example is Cole, the mentor to 'old fashioned'(unlike Duchovney)  agents on how to solve a mystery.  Cole always sounds robotic, detached, and as if he is always getting at something more in reality/people that ordinary people see; as if his detachment is practiced and allows him to permanently 'solve the mystery', to know the secrets which drive people to behave the way they do, why reality is configured in a certain way, etc. 

   The clue is that this voice only seems to appear when a device-machine etc. is needed to convey speech, sounds, etc., much like subtitles in the red room(where all the disjointed and stagnant spirits continue endlessly).  Cole is the best example, because in order to communicate with the world he is always using a translating device(gold and silver) which allows him to hear the world, and respond in his robotic voice.  As if the price to pay for being able to solve the mystery is permanently straddling the line between stable reality and the red room. 

  Why is a device needed? The red room is the 'core of reality/people', and much like a disjointed stagnation, where things break down into nothingness, flashed, fragments, inconsistencies etc that reflect the deepest traumas and affirmations of people/world.....thus to make sense of it all, much like the show itself, to solve the mystery requires abstraction-disconnection from the explicit story line, or the natural world, knowing that it is inconsistent(nothing at its core etc., but lies/affirmations of the various people, and further that this is all there is and cannot be arbitrarily done away with) and then re-translating these disjointed fragments-clues hidden from the surface back into an explicit confrontation with the 'bing'/law/lie-of-reality/affirmation that drives the situation and all of reality/people.  Cole talks like a robot because he is permanently in contact with the red room, and has found a way to stabilize this connection, for now, with a device/method that allows him to hit at key clues(what is missing) and solve mysteries......Mr. C, on the other hand uses his knowledge of the void to manipulate, and tear apart the world/people for his own affections and gain, much like Laura/Leland............

right, but also notice how when he 'doesnt understand anything', and is disturbed by Mr. C after first encountering him, his failure directly connects with his hearing, as the scraping on the ground suddenly tears him apart 'like a knife in his brain'(and also when Albert challenges him angrily, saying that he better 'say please', his hearing and device are directly fixed)................the hearing of Cole is directly connected to his spiritual state, and the disruptions in hearing fluctuated in response to his connection or disconnection in the world....

hearing is a sort of device/connection....., same with not hearing......and in people this brings along with it a 'spiritual-thinking' stance.....

that device over cole's upper right jacket may even be something like his 'log'; sometimes he says 'this thing is turned up to the max' as a reason why he cant hear people.... but if it was just a hearing aid, wouldnt this help?  its as if its something like headphones to the red room, his mind running off, looking into the radiator, etc.....going to the max tunes him out of reality.., etc.
