The way I see it, Laura Palmers murder investigation was a Blue Rose case from the beginning, that's why Cooper was assigned to it in the first place. The FBI have lost quite a few agents to Blue Rose investigations, Jeffries, Desmond, Cooper & also Earle. Therefore, I would expect Cole & Rosenfield to not have forgotten about Twin Peaks or the case details, especially key witness Pulaski witnessing some supernatural enigma, that many others also recognized, murdering her friend Laura, or any of the other unexplained incidents. I'm guessing Truman, Hawk and all others involved were debriefed upon S02's ending. I'm guessing Cooper wrote some reports during S02 too, before he flew the coop.

I'm betting Ronette.

I'm going to go with Diane. I know it's easy to think it would be Sarah because we know she is a heavy drinker, but how would Albert know where she drinks? Diane would be in Philadelphia with the rest of the FBI clan. 

I'm also going to guess it will be Laura Dern. It's probably a sizable character too. Laura is a heavy hitter, especially in Lynchworld. I don't think Lynch would bring her in for a bit part.

Diane isn't necessarily still a secretary for the FBI after 25 years. We don't know how old she was back then, so may be long retired or may have quit shortly after Cooper went missing.

If it is Diane, the implication is definitely that she's no longer with the Bureau, given that Cole asks Albert where she lives, and Albert says he knows where she drinks--neither of which are work-related, obviously.  I felt like there was something sort of sad in the way they talked about the mystery lady, which seemed to suggest that it was someone they once knew well.  The whole thing made me suspect they were talking about Diane, and that something about Cooper's disappearance had left her so disturbed that she left her job at the Bureau and took up residence on a barstool somewhere.  

Not that I expect anything to happen the way I suspect it will, this being Twin Peaks and all . . . .

No. In the movie (or missing pieces) we see Cooper talking to her, just outside of her office. She doesn't answer, not with words anyway. In the book which I just read, he talks about her, and they went out for dinner once. I guess the book isn't canon, but I still liked it.

Twin Peaks was the last place Cooper was seen.  I would bet that both Albert and Gordon have been keeping one eye on TP all these years.  They knew the place had gotten to Coop (and them too to some degree especially Albert) so if there were any clues or chance he would be re-appear chances are it would be there.

I don't understand Ronette or Sarah Palmer. The actress who plays Ronette has already been seen, in the room, warning Cooper about Mother. I doubt Ronette as we have seen her will be in the series. 

 

There's no reason for it to be Audrey, despite what I'm eagerly awaiting.

It has to be someone known well to both Albert and Gordon. Diane is the obvious choice.
