Where exactly was cooper for 25 years? (Please bear with)

At the start of the return, cooper is talking to The Fireman, and presumably he is in the white lodge/fireman's mansion in this scene. This is where the Fireman told him to remember Linda and 430.

Cooper then disappears. Presumably he is then transported back to the red room/waiting room.

Does this mean that for 25 years cooper was actually in the white lodge, rather than the red room? He speaks to the giant as if he is well aware of higher lodge plans.

Or does it mean that the scene at the beggining happens after or before all red room events? Is this a future time (is it future or is it past)?

Or is time so interchangeable that it's as if Cooper didn't experience the passing of time between S2 and the return?

Just some thoughts I hadn't considered before. Cooper clearly is talking to the giant with the black and white room vibe. To me this suggests he spent 25 years in the fireman's company.

Kind of a random thought, but it seems to me that Cooper flickered out after the The Fireman said "you are far away," kind of like Laura's body flickered out once the past was reset. Could it be that The Fireman was aware of a sudden change and was trying to communicate to Cooper that something just happened and he was about to be "non-existent?" At least in that timeline?

Yes. I think I might even take it a step further and suggest that this happens straight after the events of episode 18. Cooper is surprised that "it's in our house now" because that wasn't the expected outcome.

I interpreted it as taking place after everything; after he spoke with Phillip and went back in time to try to save Laura, when everything was in black and white.
