I honestly believe this is an artifact. I cannot see anything in the first few images other than patches/shades.
With all due respect to the OP, it kind of reminds me of when you get these UFO hunters seeing debris or lens flares float by on the ISS footage and claim it's a UFO cover up. The mind can find these things.
I guess what I'm trying to say is that the image is interesting but IMO it's just an artifact 🙂
No disrespect to your theory, but that image could be anything. It could be a reflection. The features are not as stylized or detailed as the experiment/mother/Judy. It is not very clear either. Could be a case of pereidolia (seeing a face in inanimate objects) because we want to have closure. I think if Lynch was going to put in a visual effect that is the climax of his finale, it would be well done. It wouldn't be a blurry mass. I do appreciate your effort in going frame by frame and trying some editing adjustments.

I'm of the opinion that sure, ANYTHING is possible and NOTHING is definite.
Could be anything. Could be a monkey, could be mother, could be DL's uncle Marvin who just wanted to be in a shot, any shot.
We could trick David into revealing if it's intentional or not by misinterpreting his intention (e.g., Jeffries is not a tea pot).

A better resolution from the Bluray version may enlighten us, a better resolution should normally mean less artifacts.
