Definitely "Number 2", that's what I hear in the youtube snippet.
In the second snipped you addressed I just hear "He made you", "He made two", maybe.

I hear "number two" and agree that is related to the second take.  It is similar to the earlier backward audio that seemingly had Lynch giving direction during the jumping man sequence.  We all know that Lynch and other directors include themselves on screen.  Using backward, time-altered set direction may be a new spin on this concept.
