He's always had "powers" in a way. He's a "strong sender", psychically, and it would seem he has always been influenced by visions/dreams. The "Tibetan method" of throwing rocks at bottles having come to him in a dream.
Plus, in FWWM there's a scene when he's wondering who's going to be BOB next victim. She uses drugs, sexually active and blonde he says. And when Albert asks him what is she doing now he knows she's preparing food in that very moment.
