It's hard to tell, but I don't think the window cleaner is wearing a hat like the woodsmen. You can sort of see his hairline through the shades, right?

The footage is also repeated; you see him make the same window washing movements twice.

And since he's got hair it wouldn't be that weird maintenance guy Hank from the first episode either.  Kind of looks like he has a beard.  He's not credited right?

I definitely read that as an attack. Whether that was a woodsman as such or not, their movements were very artificial.

He was a woodsman. I thought that between the sound design, the way the person was caught against the blinds to appear all-black, the jerky movements/camera editing, the amount of time Cole spent fiddling with his hearing aid as though it were freaking out--blatantly obvious that he was meant to evoke the woodsmen, which in the Lynchian sense means he might as well actually be a woodsman.

Also, the squeaking drove my dog crazy and she started howling at the TV. Glad I'm not the only one who was disturbed. (She, however, did absolutely nothing at the Sarah Palmer scene, so I'm not sure we can trust her judgment.)

Anyway: f*ck you David Lynch, you scared my dog.

Haha the Naido jail scene with Billy??? making the monkey noise copying her made my dog go crazy. Third episode of the show that's done that

I agree; an intentional act.  Perhaps an attempt to jam whatever frequencies were being monitored on FBI equipment that appeared to have been salvaged from a recording studio circa 1975. I thought the outdated electronics were an especially nice touch.

It's funny that an episode with a reference to The Beatles' "Day in the Life" includes sounds that sends dogs wild. The tone that plays at the end of that song was designed by Lennon to be only heard by dogs so that they would start barking even when then owner couldn't hear it.

That scene to me felt like a premonition or foreshadowing (literally a shadow!) that something really bad is going to happen to Gordon Cole. In fact I feared he might drop dead there and then, just as he was about to get the clues together.
