This scene and Twin Peaks generally interests me because of my work in forestry science and being a Seattle resident. Curiously, Mark Frost has a heavy dose of fact blended with the fiction in the Secret History which everyone living in western Washington knows who read it. Loads of Frost's locations and landmarks are exact to the street names, building names, everything.
JRP is a western red cedar, thuja plicata, and judging by the way it looks it must have fallen naturally many decades ago. It's nursing red huckleberries growing out of the top, which is normal. By its size it may have been a tree that lived a thousand years or longer. I think if Mark Frost checked any of those details out, it would have appealed to David's sense of mythology and mystery, as the fantastic throne-like appearance of the stump no doubt did. It could absolutely serve as an entrance point to the White Lodge.
That filming location is Olallie State Park, which if you visit North Bend is only 15 minutes away by car. I'm going to go find JRP this weekend, dammit.
