In my opinion, Judy is Garland (Garland Briggs).

In season 2, episode 21 (Miss Twin Peaks) Major Briggs escapes Windom Earle and is found by Hawk. He is brought to the police station. Cooper ask Briggs «Garland, did Windom Earle do this to you» Confused ans still under the influence, Briggs answeres «Garland? Odd name... Judy Garland?»

That's a yrev very cool theory!

That would be funny, since "Starman" is a steal from "Somewhere Over The Rainbow".

All these references to The Wizard of Oz... (red shoes)

You know, I've never quite been able to make sense of Lynch's fascination with The Wizard of Oz.  Strikes me as a formal/structural device in Wild at Heart (i.e., its a "road journey" by travelers whose fate is contested by an "Evil Witch" and a "Good Witch"-- played by none other than Sheryl Lee!)

But I can't quite figure what the nods to Judy Garland, red shoes, etc. are intended to convey ...  Lynch's red shoes never work like Dorothy's, that's for sure! Maybe they are there to further emphasize that Lynch's women can't escape their circumstances/fate-- no deus ex machina for... Audrey? We'll see...

Amazing!  That possibility never occurred to me!  I had been assuming, to this point, that Judy was the woman whose last words were "Blue Rose" in Albert's Part 12 account of the origins of the special task force...
