Either we're getting a surprise David Bowie cameo, or someone is pretending to be him (although they know a lot about Blue Rose-type things).
If it is an imposter, then my guess is it has to be one of the FBI, right? Maybe that talk about it being Diane isn't far off? Or perhaps that's who she's texting? Ugh.

No idea how/if we'll "see" or "hear" Jeffries at all, but I wondered how they'd deal with Bob's absence and they found a way that works, so I guess we'll see.
We don't really know anything about what Jeffries' game is. He seemed to be working with Bad Coop and also against Bad Coop. (Jeffries doesn't seem to be involved with Dougie in any way though.) And we don't know if Jeffries is still alive or if his doppelganger is on Earth trying to bring Bad Coop back to the Black Lodge.

Not likely to get the who and the how answered. Think Mike was a guard that just appeared maybe. Then I also related the entire situation to what Ray said to Jeffries in part 8: Bob is the Key and Laura is the One.
Yeah, it's definitely Mike who's pulling the strings here. He is trying to get the doppelgänger back into the Black Lodge. That's why he wanted the ring to be put on Mr C.

Yes, my thought exactly. That the ring ships you to the Lodge. I was about to freak when it took Ray so long to be transported. That MIKE is organizing in order to get Mr. C back there. But why does MIKE care so much? A disruption in the cosmos? What is MIKE's motivation?
If Mike was the one on the phone with Mr. C he said "I want to be with Bob again." I am beginning to suspect Mike did not see god and cut off the arm as he said, and that was a lie. I have wondered if the plan was for them to walk about without hosts. But really not sure, just seems Mike's goal is against Mr. C and the only reason I can see for that is to be with Bob again. But we will see. or Maybe we won't the fun is in the presentation.

Ray said that he never met Phillip Jeffries but he told him that Mr. C had something THEY wanted. Is he working with someone else?

The biggest issue here is that the trick of Douglas Jones turning into some kind of marble and the phone on the table in Buenos Aires turning as well into a marble/microchip seem to be strongly related (also appearing soon one scene after the other). And since Buenos Aires sounds like Philip Jeffries we have to assume Jeffries was on BadCoop side and actually helped him creating Douglas Jones. The phone call also showed that BadCoop trusted Jeffries as a Friend.
So what happened? I have a feeling Mike is inhabiting Philip Jeffries. Given that Bowie is dead it looks like a good narrative solution as well.

I seem to recall that Mr. C made that phone call after killing Darya. So it's possible he stole that phone/device from her and tried to contact whomever she was in business with, since Mr. C had found out that someone hired her and Ray to kill him and he assumed it was Phillip Jeffries. Although of course the man on the phone said something like "I missed you in New York", which seems to imply they were meant to met each other.
