My read was that "The Farm" is known as a place criminals can flee to in order to hide from the law. That is kind of implied when Ray tells Mr. C he wants to go there in Part 8. It seems that Richard had decided to flee by the time he attacked Sylvia, so it would just be a matter of him being connected enough to know about this place. I think that Mr. C being there when he arrives is coincidental, but it is exciting to see these storylines intersecting.
Given that there seems to be a time difference between Twin Peaks and the rest of the locations, you have to wonder if Richard is already at the farm BEFORE he runs over the kid/attacks Sylvia & Miriam.
Richard had already said he was leaving Twin Peaks and it was confirmed by Truman when he went to tell Ben about him. As stated he could be part of that gang. I wouldn't say the place looks like some refuge for criminals though, as Mr. C is not welcome, Ray says who he is to Renzo and then they let him in, but it seems clear to me that that gang own the place and they're not letting anybody in.
Now if that's the case (Richard is part of that gang), I wonder if Red is also a member of it. The place where they met looked kinda similar (though I should rewatch that episode) and the thugs that were with him looked like they could fit in there. Anyway, it seems like Richard and maybe even Red might be part of Mr. C's future.
He had that meeting with Red in TP ( or near it ). Richard is afraid of Red, he screwed up killing the kid and attempting to kill that witness Miriam after being hired to deal drugs.
