The number is her birthdate. Very commonplace in the UK.
I have my son's birthdate on one arm.
I don't think it can be both 7663 and that young woman's birthday. Also, I've never heard of such a thing as a birthday tattoo in the USA.
And she is what born in 76 or 63?

I didn't read her as being nearly old enough to have been born in 1963. '73 maybe (lest I be accused of ageism, is is a year I have clear memories of...)
