The reflection is indeed moving when he's not. Also it skips a few frames. At least it's happened the 10 times I've played it on Netflix.

I think Netflix is the only way to watch TP the Return in Latin America. I don't think it's on Netflix in other countries, though.
Actually, in my case it was totally weird. I had tried all sorts of different ways to get to see the series and couldn't find any that I could view from Latin America - I couldn't sign up for Showtime or any of the other streaming options that were announced. There was absolutely NO announcement that it was going to be on Netflix. Then it just appeared on May 22 - to my huge surprise and delight !
