He says that the Mitchums are his rivals, but never mentions Mr. C. I wouldn't draw the conclusion that Mr. Todd's enemies are also Mr. C's enemies. It's not like they're partners. As far as we've seen we can assume that Mr. C is using fear to control Duncan Todd. Even Roger, his employee, asks him "why do you let him make you do these things?".

Right, but Mr. C has complete control over Duncan, even though he may not be involved in everything Duncan does directly.  I would guess that Mr. C allows Duncan some separate affairs as long as he always answers to Mr. C in the end.  On the other hand it seems like Mr. C was even involved in the 'choosing of the girl for the job' during the first scene with Duncan where Roger said 'why do you let him force you, etc.'; and this indicates that Mr. C is also ordering 'smaller things', down to the level of what girls Duncan can hire(this is also reminiscent of Mullholland Drive where the mafia order to film director on what girl to use, sparking off the fight which results in the director losing his independence, in exchange for perks)  Mr. C has no control over the Mitchums, so if they are source of power operating outside of his orders and interests, they pose a threat to his plans/money, etc...., and it seems like Mr. C would have heard of them by now, if he knows even what girls Duncan is hiring and orders him about it.....

Also, Mr. C may find out that the Mitchums are now 'in' with Dougie/Cooper.....

I get your point now, and it is definitely possible that Duncan will turn against Mr. C at some point in the future(or he already has, but weve only seen him taking order and following diligently), and everyone around Mr. C seems to be turning on him...., controlling by fear, threat of terror and offering protection, will only last so long, unless slavery is instituted....
