My wife said the same thing this morning, that it sounds like the Log Lady.
What's really great is going back and re-watching that scene, the look of absolute concern on Gordon's face as she hugs him.
True but I was more focused on his hesitance to hug her back.
I wonder why she responded to such a cryptic text in such a non-cryptic way. This make me thinks she wants to get or that she really, truly doesn't not give a F.
Earlier, people operated on the theory that Bad Coop had gone to Diane's home decades ago and either raped or seduced her, thus setting up the alienation between Diane and "Coop" and the FBI by proxy. Now, it appears that she works for "Mr C", as one of his many employees, and she knows what he is up to. (Or sort of knows, as I can't believe all those people working for bad Coop really know what is going on). So isn't it possible that at some point after Mr C arrived on earth and commenced with whatever his activities are, that he contacted her and got her involved with something? Something that she may or may not have understood completely, but she was bound to secrecy. If she was in his pay, she didn't need to work for the FBI anymore. But she must have not been at ease with it, became alcoholic and angry and neurotic. Something happened in those years, and she may not at first have realized he wasn't Dale Cooper. She may have thought she was working undercover for something big--along with Phillip Jeffries.
Or maybe it isn't even her. Maybe Gordon noticed something definitive when she hugged him. Maybe they never smoked together either.
Could it be that Diane is communicating with Jeffries, in other words: getting copies of what Mr. C sends to the late Philip Jeffries? And then she replies to Jeffries ('Unknown') about the progress the FBI is making?
She might want to be caught.
Now that is an interesting idea.

Simplest explanation would be that she gets taken into safe custody away from the bad guys, gets immunity for being willing to testify and, as a side benefit, gets revenge on Bad Coop for whatever he did to her in the past.
Whatever the explanation, Diane is definitely playing the long game. I'm convinced she's not a simple accomplice of Bad Coop, but is either part of another elaborate plot, or is herself a masterminded schemer on a par with Machiavelli.

Same here with the cigarette break scene in part 9, maybe I'm biased now after what we saw in part 10, but when I rewatch it it jumps to my eyes how Gordon looks at Diane and he seems to be sad, concerned, and I also wonder whether if there's something more about asking for a hit. Like he said he felt something was different in her from the hug, maybe he could get something else about her from the cigarette

This thought has certainly crossed my mind.
One way to settle whether Diane is the real deal or not is to pull prints from all those empty bottles she left on the plane. Compare them with the ones they have on file, and Bingo. Or not.
