What theory do you have for the difference between Norma's family in the dossier and the original TP?  If the dossier is correct, who were Vivian and Annie?  If the show is correct, why the false info in the dossier?

Dossier: A document found in the Bookhouse says Norma's parents were Marty and Jolene Lindstrom and that they died before Laura Palmer's death.  Tammy Preston believes Dale Cooper prepared that document which is dated 3/15/89.

Original TP: Norma's mom, Vivian Smythe Niles, visits Twin Peaks with her new husband.  Norma's sister, Annie Blackburn, arrives in Twin Peaks after Vivian leaves. 

Did someone intentionally falsify Norma's background in the document to somehow help protect Norma or Annie?  If so, who would have done so?

If the dossier document is accurate, is there something sinister behind the Norma/Vivian/Annie relationship?  Could this be important for "The Return"?

I seem to recall Mark Frost being asked on Twitter what it meant. And he replied with "all will be revealed". 

This means we will likely find out in the series!

I know some people are adamant that it's not canon, but it must be relevant because Frost wrote it and co wrote this series, and already we've seen some subjects pop up in both the book and the new series.

I honestly never bought that it's not canon. Just because David Lynch said it was Frost's interpretation of Twin Peaks doesn't mean it's completely irrelevant. If it was irrelevant, stuff from SHOTP wouldn't pop up in The Return.

I think the dossier compiled by Cooper was actually compiled by the doppelganger/Mr. C.  I don't have any guesses as to why, but I think he wanted anybody who might come across it to remain ignorant of Annie.  As Sammy Weir said above, I think we'll find this out in The Final Dossier.
