I posted this on episode 8 section but it seems a bit quiet there.....

In episode 8 Ray says to "Phillip"  on the phone, after shooting Mr C, " I saw something Cooper, and it couldbe the key to the whole thing "   as if the person he was talking to was named Phillip Cooper ...?

Just checked.  My ears and the subtitles agree..."I saw something IN Cooper"

With subtitles turned on, Ray says "I saw something in Cooper..."

I wish Ray had been a more formidable challenge for Mister C.  He should have objected more when Renzo challenged Mister C.  Ray should have known Mister C had more than regular powers.

But he was working as an informant. He had to let Mr. C do his business so that he (Ray) could continue to follow and get info.

Is it a safe bet--I mean, has everyone concluded--that it was Ray who called Mr. C back in part 2 when Mr. C thought he was talking to Jeffries?

Most people I think assume it was Judy or Sarah (or both) based on the reference to being with Bob again, and it sounding like a female voice pitched down.

I can't think who it could have been. Some say it sounded like Albert, and it does a bit, but then we find out later that Albert knew nothing about Judy. Although he was on the blue rose taskforce?

Ray wouldn't know about Judy, either..... would he?

Could it be the Giant? Cole? Arm doppleganger?

Whoever called Mr. C back in episode 2 was the same person who was contacting Ray and giving him the task to kill Mr. C; and we also know now that this person was not Jeffries, since Jeffries was completely ignorant to the entire situation, and did not even have Mr. C's number.  Ray was a paid informant for the FBI, or some other law enforcement agency, but how could the person calling Mr. C back in episode 2 be from law enforcement when they were asking Ray to kill Mr. C for a money payout, unless it was something 'off the books'?   I think now that Ray was seduced by the promise of the money and got too involved in the criminal life style, and thought he was working for Jeffries, but that whoever it is that was having Ray try and kill Mr. C was not from law enforcement.  Also, whoever that guard was who Ray had never seen before, the same guard which gave him the ring to put on Mr. C, was probably working with the person who was calling, rather than law enforcement, since why would law enforcement organize Mr. C's and Ray's escape?  The person wanted both Mr. C and Ray out of prison, so that Mr. C could be killed by Ray and this person could access BOB again.

The only thing that makes sense to me right now is that the person calling Mr. C back in episode 2 was Agent Cooper himself, his 'tulpa' or his red room/lodge 'ghost' that was longing to be with BOB again, Dougie-Cooper as successful mafia that is finally reunited with BOB and seeks 'completion', full union with Laura in 'Odessa life', living in 'jack rabbits palace' located in the 'world of truck drivers', all while being above it, amongst the people but above them, 'above the convenience store', people made into utility or convenience for the one standing 'above'.  At the beginning of episode 18, we saw Mr. C trapped in the red room, the thing this 'person who called' wanted all along, his eyes have turned white from black, he is subdued and thus burning in fire/trapped.  Right after this we see the electricity that comes off of a trapped Mr. C, the completion of the 'person who called's' goal, the creation of a new Dougie from the hair of the Agent Cooper who woke up in the hospital, the old Cooper from 89 who first entered Twin Peaks and goes mad and unites with BOB, the same destiny the one who woke up in the hospital is headed for.  This Cooper, the one who wants completion of what he was back in 89, and to remain unmoved from the negative experience of the first series, the shattering impact of the Twin Peaks/Laura Palmer tragedy, since he has successfully united with Laura in 'Odessa life' and sits 'above the people and world', turning it into his personal 'convenience store', BOB's modus operandi, the modus operandi of someone who wants to be with BOB again, Agent Cooper himself who wanted to be with BOB all along, as the finale of the first series revealed. Thus the Agent Cooper who was trapped in the red room(maybe the one seen as Dougie?) and who woke up in the hospital wanted to be with BOB all along and was calling Mr. C via Dougie/red room/lodge spirit in order to recover BOB, put Mr. C in the red room, etc., now Mr. C wants to be with BOB again, the repetitive failure of BOB's modus operandi, the modus operandi of 'completion'.  Dougie-Cooper put himself in a coma with the electricity shock, and 'the one who called' that wanted to be with BOB again was 89 Agent Cooper seeking completion, and he completes what that 'one who called' wanted all along, even though he was not consciously aware of it at the time:  Agent Cooper who woke up in the hospital killed and trapped Mr. C in the red room, then later seeks more 'electricity', he 'wants to be with BOB again', even though he is not sure what he is doing, and this is why everything turns black/night after they go through 430.   Cooper consummates his relationship with Diane in the motel room, 'where he will find Judy', then finally is getting negative distance(same with Diane) and is able to have a negative reaction against the entire thing.......he wanted to be with BOB again, until he met Judy, the 'extreme negativity' which makes 'completion' impossible, thus Cooper in 18, the 'finale Cooper', finally loses interest in completion, has a negative reaction to it, thanks to Judy....

After the finale we are again left with two Coopers, the one in Vegas, the Dougie-Mr. C abomination who still wants to be with BOB; and with the 'finale Cooper', who after the motel encounter with Diane has 'found Judy' and thus gained the negative distance necessary to finally break out of this tortorous circle and attacks the 'truck drivers' in Judy's diner and takes Laura back to the originary trauma to begin the real work again, rather than trying to join with BOB after failure.  Evil Cooper is now in Vegas with Janey E and Sonny Jim, while good Cooper is dead set on doing the hard negative work with Laura, the real Twin Peaks tragedy and mystery, rather than seeking 'completion' with BOB....'finale Cooper' will be opposed by 'viva las vegas' BOB-Cooper, the one who called Mr. C back in episode 2 and the one whom Mr. C is calling right now in Las Vegas, who will join the Mitchums mafia become a ruthless criminal, back to Mr. C, cycle on repeat, etc....  Thanks to Judy, the 'finale' Cooper has returned, this Cooper in 18 is the good Cooper, the one in 89, Dougie, and Mr. C are the evil ones that still 'want to be with BOB again', in completion, in 'seven heaven' where everything is turned into their personal convenience store.....

It seems to me from this that the phone call is being made from an entity within the Black Lodge.

As an aside, I think Ray may be related to Red and Richard some way. I don't want to get into it here cos it's off topic but I think Red and Richard are brothers or half-brothers, or something similar. I'm quite certain of that, but I am less certain of Ray's connection; mainly I'm basing that on him looking similar to those two, being another R, and seeming to have some connection to Mr. C and whoever is posing as Jeffries, which might suggest he's not just a random thug off the street. Like I said though, I'm not really convinced - he could well be just a random guy.

There's a theory that Red is the grandson as they both did magic tricks.

Another one the caller could be is Duncan Todd.....?

Can't say THAT ever crossed my mind.  I guess its possible.
