 Good to see the FWWM Philadelphia scene re-surface: a key scene in more than one respect. Not only does Jeffries state that he was in the Black Lodge ('I've been to one of their meetings'), he also states: 'We're not gonna talk about Judy, in fact we're not gonna talk about Judy at all'. Could 'Judy' be the lady that coined the term 'Blue Rose' in 1975, as Albert explains to Tammy in the opening scene of S03E14?

Her name wasn't Judy. Lois? I forget exactly.

The doppelgänger was Lois as I recall; the other name was not mentioned I believe? It would figure that Jeffries by referring to Judy is reminding Gordon/Albert/Dale that the (your) Blue Rose -which can not be talked about, see what Chet says to Sam about it in FWWM- is what got him in trouble...

The doppleganger said "I'm like the blue rose" and disappeared. They noticed then that the other woman shaking in the corner was Lois.

Okay so maybe Jeffries refers to the doppelgänger they have dubbed 'Judy'?

IIRC "Judy" was supposed to be Joan Chen's cousin from China or something like that before Chen asked to be written out of the original series.  Not sure if they continue with that theme or not, but would be interesting if Judy were Naido.

This episode edited Bowie's scene to leave out the "I'm not going to talk about Judy" line.  If Judy was going to be relevant, I assume they would have included that line. 

Perhaps Gordon and Albert remember more about Jeffries' visit in a later episode, but this would have been an ideal time to re-introduce Judy if they were planning to solve that mystery.

I find myself wondering if "Judy" was just Jeffrey's nickname or code for Garland Briggs… "Judy Garland". 

 In season two, when Garland is coming out of being drugged by Wyndham Earle, he even makes a Judy Garland reference when he hears his own name. 

 

Edit: granted,  this idea doesn't account for Jeffries' comments about "her sister". Darn it!

I think Naido is Judy as well. For one thing, close your eyes and she sounds like a monkey chattering (and in the prison cell, a monkey in a cage like in a zoo or lab--maybe that is why the Fireman told Andy to put her in a cell so she'd be safe?). The monkey is shown in sequences when Jeffries speaks to not speak of Judy.  Not sure how but I think we're meant to connect her to the monkey (that whispers Judy at one point in Fire Walk With Me).  Maybe she shapeshifted from the monkey....or there is some other connection to it that we don't understand. (I haven't finished The Secret History or seen the Missing Pieces, so maybe someone else can fill in those gaps.)  the https://vimeo.com/151489812
