could the drolling, bloody cell mate of Chasd and the blind lady be "billy" and was he communicating with the blind lady?

I was thinking that might be Billy because of the bleeding, but the credits seem to just list him as "Drunk"

That's a pretty good possibility. He's bleeding profusely from his nose and mouth, which is how Audrey and Tina's daughter described Billy. The credits only refer to the character as "Drunk" and itt's played by Jay Aaseng FWIW.

He also seemed to parrot most everything that was said like Dougie Coop does, but I don't know if that means anything. So I don't know if he was communicating TO her, making fun of her (mocking), or he understood what she was saying and he was actually parrotting what she said.

Whoever he is, the communication between him and Naido was both creepy and amazing.  I kept thinking they should not be talking in front of Chad.
